Allah has clarified that one can do Tayammum when travelling and in sickness, if he can't find water while travelling.
As for (doing Tayammum out of) fearing cold (weather), the evidence for this is the story of 'Amr ibn Al-Aas, may Allah be pleased with him, that the Prophet ﷺ sent him on a military expedition, then he became Junub (in a state of major impurity), made tayammum, and lead his companions in prayer. When they returned to the Prophet ﷺ, he asked him: "Did you lead your companions in prayer while you were Junub?" He said: " Yes, O Messenger of Allah, I remembered the saying of Allah (the meaning of which is):
{And do not kill yourselves (nor kill one another). Surely, Allah is Raheem (Mercy-Giving) to you.} [An-Nisa: 29]
I feared the cold, so I made tayammum with clean earth and prayed. The Prophet ﷺ approved that and didn't command him to repeat it. That's because the one who fears harm is like the one who is harmed.
However with the condition that the fear is most likely or certain to happen. As for mere speculation, it is not considered as anything.
