Whoever holds dual nationality from two Muslim countries, and has a house in each one, does he then have two rulers to obey?

No, he has one ruler.
If he lives in the house of one that is under a ruler’s area of leadership, then he is his ruler, as long as he lives in that house. If the man moved to the second house (in the other country), then he is under the leadership of the one that is in the region of the second house (which he moved to from the first).
